Insights and expertise from librarians, new university and library presses, and other small publishers were instrumental in shaping Small European publishers and the transition to open access publishing: a 2025 snapshot. These perspectives help us better understand the structural drivers and barriers that small academic publishers face in the transition to Open Access. Small publishers are deeply committed to Open Access, but systemic funding and policy misalignments continue to create significant barriers.
